Bad Day

you are the new mayor of a city that is prone to disasters, how long can you survive the the funds given to you.

Rules

1. you are giving 3 funds each round place them how ever you see fit
2. you can drop fund / people with LMB and pick up with RMB
3. you have a bank to save your extra funds
4. end the round by drawing a card (hand must be empty ) (people must exist in each sector)
5. you need at least 3 people in your city to keep playing.
